Attacck bug

Hey , some times there is a bug i dont understand that consist in when i attack for example a wall my units attack other think , like a city o other , or when i attack a city they attack another city. This happen when the enemy doesnt move his units/wall.
what is happening?
i mean , is that a bug or the enemy is lying me and he is wallglitching?
