4 per sub just as air transports do would be ideal.

I think 4 would be the best way to go because it keeps constancy with air transports, the difference between the two being subs can defend themselves but they have more limited movement.

However I dont think a cap upgrade should be implemented to subs if they are given 4.

My two cents.

We're considering this, but at rather low priority, you might have to wait.
