Settings change requests don't display changes on the next turn

Expected behavior
When I try to change the ally cap, players should see what I proposed the new one should be.

Actual behavior
When I do so, they see no change in the settings change request in the next turn(I also don't).

Steps to reproduce the behavior
1) Change the game settings as per the usual way of doing so.
2) On the next turn, the game says that I have posted a rule change request with no changes.

It could be possible that I made one rule request too many, since I did make a few, but I think it might be an issue either with the game or my account.
