because you shoudn't be allowed to attack places with mil that don't have a port atleast you make an at. in that case i can move paris mil so ez and cheep.

In terms of competitive, in the west primarily Germany and UK majority just play PD but giving militia that 1 extra move range might really shake things up as IF is already a good strategy but can only compete so far.

+1 range isnt that like 3-4 range with gen when attacking a city? Hot stuff.
