Are Guerrilla Warfare militia bonuses not automatic?

When I use the Guerrilla Warfare Strategy, the militia troop info in the city window says militia have 5 attack and 5 defense, but when I purchase them and send out a stack, they will have only 3 attack and 5 defense. Why is this?

Numbers in the info tooltip show the "vanilla" values (default values without any upgrades). What you see in the city window is the actual numbers.
