Expiring No-go areas

I think it would be cool if we could have no-go areas expire. For example, in a colonial scenario, you could put a no-go area between Eurasiafrica and the Americas that expires at turn 10, making it available for expansion at that point. It could also prevent a war between two countries in a scenario for some turns so that the game is balanced. Thoughts?
