Allow some cities to have indestructible population

Suggestions for balance: Only neutral or every player to have only 1 or 2.
Discuss.

So what not realistic? It would be fun planning how to keep that industructible city, attacking it etc.

It's a game ...why is everyone focusing on making it more real.

this should only be allowed as a option, in the map editor.
i found this good and bad at the same time, since it can be abused, but will help scenarios that have silos or factories like un games.

But scenarios can get abused even without this idea, so I don't see a point not implenting this.
