Substitution of Custom Units

Would it be possible for units to be a subset of another within the same unit role (Eg; Ground: Main Attack)?

Eg: If I created a custom unit of M1 Abrams and limited its availability to the USA, can that unit replace the standard Tank only for Divisions in the USA?
And so could I create a custom unit of Type 99 for China and replace the standard Tank only for Divisions in China?

That is an idea, except then you need an "except" option for the default units which is more complicated than using subsets.
Or else I would have to keeping adding divisions to the "limit to Countries" list.

Let's say I wanted every country except Malta to have tanks. I would have to enable tanks for EVERY OTHER country.
