Nerf Insurrection

I believe insurrection isn't a good Strat since it nearly only can be played against itself.

The 30 cost 4 Attack and +2 HP is too good.

Meh I disagree, it gives no crit to the militia so they can still be outplayed and have wild RNG fluctuation in fights, I'm more than happy to pick GW over it in a budget map
