Agree, but some changes should be "unanimous". For instance, to change a casual game from 48h to 24h or 12h should be unanimous vote... or winning conditions also. If a player is against, then should remain on original game settings.
It is like a contract; all parties should agree on dramatic changes in the terms of conditions.
