Four republicans voted against there party, John Mccain did not vote. That's 95% unity, that's 46 out of 51 voting yes. They needed 60. Only five democrats voted against there own party, 44out of 49 democrats voted no, thats 95% party unity, so that's 51 yes votes and 48 no votes and 1 did not vote.
Why did they vote no though? Because they want to use the government budget as a bargaining chip to pass the dreamer act, giving them tens of thousands more votes each election. Because they are a failing party and America is starting to hate them, so rather then reform there fucked up ways they try and create and buy new voting platforms to increase there voting base. It's amazing how the media spins this as a republican shut down when 95% voted in favour of the spending bill.
By the way this happened twice under Obama when he was trying to force republicans to vote for his socialist healthcare system.

Government shutdown depending on a Parliamentary institution like Congress means it's not on the President, it's on the Congress that fails to put National Interests first and prefers playing political games with people's salaries. There's no moral in politics, hence why sometimes democracy should be suspended..

They needed to pass a budget in order to continue to operate, democrats won't votes yes unless the Republicans pass the Dreamers Act, republicans refuse,democrats shut down the government for foreigners. Now all none essential government employees where sent home. Aswell the military stays put untill the crises is averted.
