You are probably right.
But now that I think about it, all they would need to implement is allow joining until turn 1 for casual CWs. Then we could start CWs exactly like we start regular Casual Games. That would be easier to implement than a turn 0.

The flaw with that is that only the player starting the CW could reinforce on turn 1 (against the "unofficial casual game code of conduct"). I could live with that, and it would not be long to know who is trustworthy and who is not. Admins could prevent reinforcement on turn 1, and those 2 fixes would still be shorter to program than a turn 0.
