Yes I can and do, if I took time out of my life to ban with screen shots in the middle of a game I'm playing in. I plan on life ban.

but think about it.. if you haven't remembered the other guy existence until reading banlist then it means you have forgiven and forgotten and the banlist would be a useless reminder of a non existant grudge

I agree to some degree, because what if a map maker bans you before they go on a hiatus from the game and their ban was supposed to have a limit to it. If they go inactive and won't be able to unban themselves then I'd agree with the timer, but what I don't agree with is limiting a map maker's ability to ban a player forever. Some cases with players are special, some players particularly go out of their way to troll games for some map makers and will keep doing it if this were the case(I've had this happen to me before.)
