Offtopic = Spam?

I am the only one who is annoyed that the Offtopic section is full of spam instead of serious discussion (what am I even thinking of this community?)? Can we have a seperated Spam Forum where all the shit polls and fun threads go and an actually moderated serious Offtopic forum? I wish. .

Life should be regulated. Also, I don't regulate you, I want this place to be regulated, which would increase the quality of content. Why would anyone post something interesting in the Offtopic section when it is going to be topped by 10 Spam threads anyways? Some Things posted in "General" would better fit in "Offtopic". Guess why they aren't posted here.
